Deputy Philip Ozouf has apologised to the States Assembly, his constituents and islanders for his motoring offences.
Deputy Ozouf stood up at the start of today's States sitting (19 March) to make a personal statement.
The St Saviour politician was fined by Jersey's Magistrate's Court last month for speeding, and for not displaying a valid insurance disc.
He was stopped doing 31mph in a 15mph Green Lane in November 2024, and was found to not have an in-date insurance policy document in his vehicle, though the car was insured.
He pleaded guilty to both offences and described what happened as an 'oversight'.
Today, he told the the States:
"I wish to make this personal statement, and to offer a sincere and unreserved apology to this Assembly, my constituents, and the people of Jersey."
He explained the opportunity to deal with the matter at Parish Hall Enquiry was missed because he failed to attend the appointment.
"The subsequent appearance of an elected member at the Magistrate's Court has understandably attracted public attention and caused embarrassment."
Deputy Ozouf went on to say that he has taken steps to deal with 'long-standing challenges' in his personal life, including the sudden death of his husband two years ago. The former minister has also used his speeches in recent States debates to speak of the impact of ADHD and mental health challenges.
"Members will recall that these events have coincided with the anniversary, in February 2023, of a series of profoundly difficult events which have changed by life dramatically. Since then, I have also come to a clearer understanding of how certain long-standing challenges that affected my ability to manage the pressures of administrative demands of public life.
"I now, much more, am able to recognise what is required to navigate life with the structure and clarity that public responsibilities demand."
He said he has sought support and advice, and would continue to do so.
"I regret that at times I have not been able to serve as effectively as I would wish."
"It is my sincere hope that I may continue to serve this Assembly and the parishioners of St Saviour with focus and commitment for the remainder of this term."
