Steps are being taken towards clearing and starting redevelopment at Leale’s Yard.
Regenerating the land in St Sampsons was labelled a States "top priority" for this political term.
The Policy and Resources Committee has now submitted a planning application to demolish empty buildings on the brownfields.
Most buildings already have permission to be demolished, but P&R says that doing all the work together will save money.
The work would also allow a new entrance to be created near the mini roundabout on The Bridge, to improve access for future construction vehicles.
The States purchased the majority of the site in the summer last year for £4.5M, intending to regenerate the area with shops and homes.

P&R president Lindsay de Sausmarez said in January that the site should be cleared before the end of the year.
"The first step in developing Leale's Yard is to prepare and clear the site.
"That requires planning permission, ecological surveys, and contamination assessments before careful demolition, so there is a significant amount of technical work that needs to happen before anything visible can take place - and that work is already underway.
"We're also working to create a master plan which is essentially about setting out a clear, sensible plan for how Leale's Yard and nearby sites, Saltpans and Parc Le Lacheur can be developed cohesively.
"It ensures everything fits together properly and works well for the wider area and the community as a whole.
"The benefits will extend across the wider Braye du Valle, unlocking private investment, creating new spaces for business and the community, generating jobs and helping to bring more social and economic vibrancy back to this important part of the island."
