Guernsey Housing Association (GHA) is pushing on with its plans for 150 new homes following the States' progress on building flood defences on the Bridge.
150 homes could be built on Parc Le Lacheur to provide much-needed housing and give a boost to Guernsey's economy.
Although a small risk, the development could flood if the sea overtops front quay on the Bridge.
The most recent climate change predictions and related sea level rises are the main concerns.
The Bridge
The GHA-owned site is earmarked for a 'significant development'. However, its plans will only materialise if defences are built.
The Environment and Infrastructure committee will be creating concept designs for the flood defences and planning the next stages.
A plan for Parc Le Lacheur, the former Kenilworth Vinery site, will be drawn up by the end of this year, including the layout and density of the site.
Plans will also consider green spaces and transport links.
The introduction of the flood defences could also enable the building of 300 homes on the Saltpans, which is the former Data Park site.

Lisa de Kooker, Chief Operating Officer & Deputy Chief Executive of Guernsey Housing Association, says this is a significant step forward for the Parc Le Lacheur site.
"We’re grateful to the States for progressing the enabling flood defence work, which gives us the confidence to move ahead with the site’s master planning.
"As part of this, we’re committed to working with the local community through a series of public engagement events to help inform what the development of this site will look like.
"This will give residents and business owners a say in shaping the master plan, helping to make sure it reflects local needs and priorities."
