A planning application has been submitted to build 14 self-contained, one bedroom flats at L'Islet for islanders who have learning difficulties.
The Health and Social Care and Employment and Social Security Committees are working with Guernsey Housing Association on plans for the specialist accommodation.
They want one bedroom self-contained flats with 24/7 support on the proposed La Vieille Plage development.
It follows a similar public/private sector partnership in 2019, which saw the creation of Le Vieux Jardin for people with autism.
GHA will own, develop and maintain the site, while HSC staff will provide care and support services.
GHa will receive rental income from residents, via their ESS benefits.
Residents of La Vielle Plage would get access to a sensory room, as well as indoor and outdoor communal areas for activities and socialising.

Adult Disability service manager Mandy Mackelworth says these developments support people to live as independently as possible.
"People will have privacy, choice and care in an environment tailored to meet their physical needs and facilitate individuality. They will have their own living spaces, that they may personalise as they like . They will be able to invite family and friends for a cup of tea in their own lounge and choose what they want to watch on TV. When they wish they can spend time in appropriately designed communal areas. These are basic needs which most of us take for granted but are presently limited due to the environment in which people are living."
If approved, officials want to start construction in September 2022.
