Minister Wants Environmental Taxes Review

The States will be asked to agree to review potential new environmental taxes and charges that could be brought in from 2020.

Deputy John Young has tabled an amendment to the Budget as a private member, rather than as Environment Minister.

The Deputy’s plan to reduce car use and congestion is to raise parking charges, consider charging people to park at work, and fees for high-polluting vehicles.

He also wants to explore a congestion charge in town at peak times.

That’s an idea that has already proved unpopular with the public, and raised concerns about the impact on the high street.

New waste charges and taxing developers on the increased value of their land are also recommended for review.

Deputy Young says there has not been time for the Council of Ministers to consider his proposal before the deadline for lodging amendments to the 2019 Budget.

He says much of this work is already underway, but he will ask the States to vote to look formally at which options could be adopted in the next Budget.

The 2019 Budget will be debated in a fortnight’s time.
