Salih Khater, from Birmingham, will appear at Westminster Magistrates’ Court on Monday.
It is alleged the Sudanese-born British citizen drove his car into cyclists, pedestrians and officers, before crashing into the barriers outside the Houses of Parliament.
Three people were injured in the incident, which took place at 7.37am on Tuesday.
Prosecutors will be treating his case as terrorism, the Metropolitan Police said after charging him on Saturday.
However, Khater has not been charged with any terror-related offences.
The charges are attempted murder of members of the public and of police officers.
